Adam specialises in assessing the impact of development, infrastructure and policy interventions. With a strong command of HM Treasury’s Green Book and the Magenta Book, he ensures that every piece of work is robust, decision-ready, and grounded in the latest government guidance.

Adam leads the consultancy’s work on economic evaluation - helping government and public sector partners understand what’s working, what’s not and where to go next. His evaluation experience spans a wide range of sectors, with a particular focus on culture and the creative industries. He has delivered Value for Money assessments and summative evaluations of ERDF-funded initiatives such as the University of Bath’s CAMERA initiative and the Leeds Media Centre, as well as place-based leisure projects across the UK. His approach is adaptive and forward-looking, ensuring evaluations support learning as well as accountability.

Adam has a deep interest in the cultural and creative economy, and has made the economic case for investment in a range of high-profile developments - including Marlow Film Studios, the London Tunnels, Maida Vale Studios, 85 Gracechurch Street and Leadenhall Market. He works closely with project teams, architects and local stakeholders to ensure proposals respond to community needs and deliver long-term, meaningful benefits.

He has also worked with towns and cities to define their long-term direction. In Bedford, Adam worked on the development of a growth strategy to unlock town centre sites and attract new investment. In Oxford, he supported an exploration of multi-site development opportunities in the city’s West End. Across this work, Adam is committed to understanding what makes a place unique and providing practical, locally informed solutions to help places achieve their long-term goals.

Adam is also experienced in assessing developments in complex policy contexts such as the Green Belt — combining technical rigour with strategic insight to support planning and policy decisions that reflect local priorities.
