Andy has a range of expertise in transport economics, business case development, and socio-economic assessment.
Andy has led the socio-economic assessment of multiple major development projects such as Euston Tower, Royal Street, 1 Victoria Street, 980 Great West Road (former GSK HQ) and Liverpool Street Station. His experience spans a range of deliverables in support of planning and DCO applications, including Economic Statements, Socio-Economic Chapters, Health Impact Assessments, Equality Impact Assessments, Employment and Skills Strategies, Social Infrastructure Assessments, and Social Value Strategies. He is particularly engaged by projects where socio-economic input is integrated at an early stage to inform and shape the design process.
Andy takes interest in developing business cases where there is a need to go beyond established methodologies and coordinate impacts across a broad range of sectors (including transport, development, high street regeneration, health and public security, and equality). This is often required when making the case for investment in the public realm where he is currently leading development of the business cases for improvements to Regent Street, Haymarket & Piccadilly Circus, and separately, Parliament Square. For the latter, he developed a first-of-its-kind methodology for monetising the public security impacts of the proposals.
Andy has expertise in making the case for strategic rail infrastructure through consideration of how it can support wider economic objectives and growth. He has undertaken such work in support of the West London Orbital and South Yorkshire Supertram.
Andy presented at the 2022 Transport Practitioners’ Meeting on “Valuing Travel Time Savings in the Context of Achieving Net Zero”.
