Volterra's Story
Volterra was founded in 1998 by celebrated economists Bridget Rosewell and Paul Ormerod.
Over time, our work has evolved to reflect the interests of partners.
Ellie Evans, Senior Partner, has been with the company for over 20 years, steadily growing the development area of the firm into what it is today. She has pioneered Volterra’s expertise in the application of economic impact analysis to development and the built environment.
In the mid-2000s, Paul Buchanan joined as partner to drive Transport appraisal. He developed methodologies to capture wider economic benefits (WEBs) of transport schemes, which was eventually adopted into the Department for Transport’s WebTAG framework. Paul retired in 2020.
We had traditionally held a specialism in London-based projects, but over the past few years we have expanded our geographical reach across the majority of the UK. We have also diversified our skillset across more deliverables and industries, most recently the renewable energy sector.
In 2022, Alex O’Byrne celebrated his 10-year anniversary with the company and became partner. He now leads the development, property and regeneration arm of the business.
