Volterra quantified borough-wide economic impacts, focusing on productivity gains, housing delivery and wider economic benefits, for the West London Orbital (WLO). Using a transparent econometric land-use model, we demonstrated the potential for 16,000 new homes and significant economic growth. The approach mirrored National Infrastructure Commission principles by prioritising economic outcomes over conventional transport metrics. We used a range of visual analysis to develop a compelling case to a broad range of stakeholders for the growth benefits delivered by the proposals.
