We developed bespoke analytical tools to appraise the strategic and economic impact of increasing the quantum of rail freight passing through the Channel Tunnel between the UK and Europe. We utilised the standard DfT methodologies for appraising rail freight schemes, but also developed our own innovative methodologies such as considering the operating cost impacts on private businesses. The report was positively received by Network Rail, and used to influence national policy on investment in rail freight.
