Volterra produced the economic statement for a proposed redevelopment of the Old War Office in Westminster. The building has a rich history, having previously been the royal site of Whitehall Palace. The proposals were to redevelop the site into mixed-use luxury hotel and high-end residential development, alongside retail and leisure uses. Our economic statement laid out the needs case for luxury hotels and the importance of luxury hotels to London’s’ visitor economy. We established future demand by looking at growth rates in international tourism and comparing London’s luxury hotel performance to European comparator cities. We also considered the public realm benefits including increased access to and appreciation of the heritage site, presenting arguments over the importance of heritage sites in the wider economy. This architectural landmark is now redeveloped and open to the public.
